Brazilian Cities with Near-Zero Violence Surprise in Rankings

The homicide rate is the most direct and reliable indicator to measure public safety at the municipal level. Unlike subjective perceptions, it reflects the real risk of lethal violence — and allows cities to be compared objectively.
Based on this, the City Score crossed data from the Mortality Information System (SIM), from the Ministry of Health, with population estimates from IBGE (2022) to identify the safest municipalities in Brazil. The ranking considers only cities with more than 50,000 inhabitants and excludes localities with fewer than 20 occurrences, where the rate can be statistically distorted.
Overall ranking: the safest cities in Brazil
The data reveal a clear pattern: medium-sized cities, with good urban management and high HDI, dominate the top of the list — with emphasis on the South and the interior of São Paulo.
