Florianópolis Has Higher HDI Than All of Uruguay — This Changes Everything

Florianópolis has an HDI of 0.847 — higher than all of Uruguay. The South American country most praised by international organizations, often called the “Switzerland of South America”, registers an HDI of 0.830 in the UNDP 2024 report. The Santa Catarina capital, with only 537,211 inhabitants and a GDP per capita of R$ 44,000, surpasses the neighboring country in human development — and almost no one knows about it.
This is the most surprising finding in Brazilian territorial data journalism in 2026: a medium-sized city in Santa Catarina, known mainly for beaches and technology, has human development indicators superior to those of South America's most egalitarian country. How is this possible — and what does it mean for those thinking about living or investing in Florianópolis?
