Fortaleza vs Lima: Who Leads Development in South Atlantic in 2026?

Fortaleza and Lima are the two largest capitals of the South Atlantic and Pacific South America, with histories marked by accelerated growth, internal migration and structural inequality. 2026 data puts the two cities in fierce competition: Fortaleza has an HDI of 0.754 and per capita GDP of R$ 30,000 (US$ 6,000 in PPP), while Peru as a country registers an HDI of 0.762 — a difference of just 0.008 points. Lima, the Peruvian capital, has higher per capita income, but Fortaleza competes head-to-head in health and education.
The comparison is especially relevant because both Fortaleza and Lima are northeastern cities — in the sense of being historically peripheral regions of their countries — that transformed their economies in recent decades. Lima was the epicenter of the Peruvian boom (2000–2015), when the country grew at an average of 6% per year. Fortaleza was the engine of consumption expansion in the Brazilian Northeast during the Lula/Dilma administrations.
