Santo Antônio dos Lopes (MA): GDP 6x Above National Average Yet HDI of 0.566 — The Maranhão Paradox

A city of 14,000 inhabitants in interior Maranhão boasts per capita GDP of R$ 214,000 — equivalent to six times the national average of R$ 34,442. Yet the same municipality registers HDI of only 0.566, below Brazil's average of 0.659 and inferior to dozens of African countries. Santo Antônio dos Lopes (MA) is living proof that economic wealth and human development can follow completely opposite paths.
The data is neither coincidence nor statistical error. It's a recurring phenomenon in Brazilian municipalities whose economy depends on a single activity — usually large-scale agribusiness, mining or energy — that generates substantial GDP without distributing income to the local population. The result: municipal coffers full of money, streets without sanitation, schools without infrastructure and HDI of an underdeveloped country.
