High GDP, Low HDI: The Paradoxes of Brazil's Richest Southern Cities

Muitos Capões (RS) produces the equivalent of R$ 390,000 per inhabitant per year — more than Luxembourg, Europe's richest country. Yet the HDI of this Rio Grande do Sul city is 0.702, below the South's own average (0.714). The paradox is not an exception: cross-referencing GDP per capita and HDI data across 1,172 municipalities in Southern Brazil reveals eight cities that accumulate economic wealth without converting it into human development.
The phenomenon, identified by Score de Cidades using IBGE and UNDP data, exposes one of the major misconceptions in regional development debate: high GDP does not mean a better life. In many cases, it's exactly the opposite.
